As a doer, I want to be uniquely identifiable in the system.

Acceptance Criteria

Each user must have a unique 4 digit code that allows the doer to accurately choose a user despite how their user is spelled
As a doer inputs a username, the search is narrowed down by letter then number unless the number is inputted first
