As a doer, I want a habit event to have an optional comment of up to 20 characters.

Acceptance Criteria

In the edit habit event and add habit event pages, add an option for writing a comment
Have the comment be optional and have a limit of 20 characters.
In the page for viewing habits individually, have there display a Comment in the format "Comment: <the comment>"
