Investigate storage/generation option for downloading registered plans

Once we have the full narrative in JSON, we might be able to change how we generate/store PDF plans for published narratives. We should investigate options here, like storing just the JSON and generating on the fly, but maybe storing PDFs of each version is still better. Might make sense to have a separate service doing this.

It should be a standardized format for public plans we decide on (e.g. yes show question text, yes section headers, no unanswered questions, standard margins)
