Make facility resource type?

Currently facility is a hardcoded list in the test case schema.

This is less work than making it a resource type where anyone can add a new facility but obviously less flexible. As this implementation is only temporary though, and we very rarely get new test cases (let alone one with a new facility) it might not matter...?

There is documentation on the wiki as to how to add a new facility to the hard coded list.
