Start counting while waiting for calibration

There is a potentially very long waiting period while the OS boots. The HAT doesn't have any boot time, so can begin the interrupt counting immediately. Once the calibration comes through from the OS, the counters can be incremented by the calibration, rather than set to.

This way, no pulses are missed on power cycles.
