We are working with Signpath to get our Windows binaries signed under their program supporting open source projects. Most of the work is done, but I think we still need to switch over from test to real certificates.

The dev work to address this is included in Release 4.0.6. We just have (I think) one last bit of config to fix at the Signpath end of things.
