Right now ProgramHelper lacks the ability to enumerate program options (see https://genielabs.github.io/HomeGenie/api/ape/a00010.html).

So we need to implement new List<ModuleParameter> GetAllOptions() method in the ProgramHelper class. When automation program has no options the method should return empty List.
