Advanced Controls panel show on Tutorial Videos when they should not #603

Replication steps:

Use Crio + PPB + Inspirations so the tutorial videos will show
Open a page or post
Click an element and then Customize Design to open the Advanced Controls
Close the popover
Click the ? icon in the DropTab and then Tutorial Videos
See bug - Advanced Controls should not be showing on the left side of the panel, nor the Customize Design button
