Generalize the fleet structure

Current fishery catch is reported in four slots for NOS, HOS, and pre-terminal and terminal. Create a list of fleets with a corresponding argument for terminal or pre-terminal

In an SMU model, each fleet fishes at different harvest rates, catch different assortments of stock units, are either mark selective or not, are terminal/preterminal. So for each fishery, I'd need to specify all four. For example, US mixed fishery is preterminal, catches 20% of stock unit 1 and 2 in a 3-stock model, and is mark-selective.

There can be multiple terminal fisheries (e.g., in-river and marine). For Sarita Chinook, in-river is mark-selective while marine is not
