Add the "Locked tokens" icon to the header of LW after restart

What would you like to be added:

The icon to the header of LW, similar like there is icon for Future Swap, which leads to an overview of the locked tokens for the current address. Additionally, there could be a link to defiscan.live, where one can verify the LW locked balance.

Why is this needed:

The restart itself would be a long run and users should have the possibility to check the current status.
