when you use the shortcut the first time, the html tag is added, however hitting the shortcut a second time while inside of the html tags just creates another set of tags instead of exiting the underlining.
e.g., hitting ctrl + b starts an underline by wrapping with **, and hitting it again while inside the wrapping skips you to the outside of the wrapping so that you don't have to manually move the cursor to exit the bolding, making it a true "toggle." this doesn't seem to do that, so you have to use mouse or arrow keys to exit the <u></u>.
