Describe the feature request

I'd like it if Exospheric bubble and Ionospheric anomalies causes a minor malfunction to occur to telecomms and which requires telecomms to be rebooted manually. Not by the AI or cyborgs, but by a carbon. It could be as simple as having to click one button in a carbon-only interface. It should still reboot automatically after slightly longer than the current time.

This feature request should encourage Engineers to enter telecomms without ID access if PR #11065 is merged.
