The best source of data for roadway validation is the PeMS data maintained by Caltrans. The current crosswalk between the PeMS data and the roadway network is not fully accurate, as it was created using automated methods that are imperfect. We therefore need to correct the crosswalk.

The current crosswalk is stored here. This would be a good time to determine a long term location of where these types of things should be stored. @lmz: where should we keep this file? On Box? On GitHub?
The roadway Acceptance Criteria summaries (here) should be used as a guide for prioritizing the counts. For locations where the simulated volume is much different than the observed volume, it's more likely the PeMS station is located in the wrong place.
