StrictContentTyping should respond according to `Accept` header, falling back to `Content-Type`

Describe the Change

Currently, with $StrictContentTyping = $true, Pode will choose the error page based on the request Content-Type. Pode should be checking the request Accept header first, then fall back to Content-Type if it isn't present.
