[FEATURE] Add functionality to revert declined state of requests #302

Brief description.
When a request is declined there should be functionality to revert this state to "UNDER REVIEW"

Desired functionality acceptance criteria
State of a request can be changed from "DECLINED" to "UNDER REVIEW"
