Make updates to all the SDK generation pipeline to ensure:

spec PR can trigger the pipeline.
have same functionality in current spec PR pipeline, including SDK code generation, SDK PR generation, SDK API View generation.
SDK breaking change can be detected, and suppression review flow is same as current one.
