Custom Handlers vs Out of Process

There were some efforts recently to allow us to implement functions in other languages by using custom Handlers Out of runtime process.

Given there is already something working and available on v3 to detach the runtime from the application, why there is this new effort to bring functions out of process and suffer from the same limitations the function runtime has?
