Azure Cosmos DB Emulator continually crashes on Windows 11

Describe the bug
After running for a while, the Azure Cosmos DB Emulator appears to crash-loop in Windows 11, causing focus for most windows to be lost, making typing and working impossible.

To Reproduce
Leave Cosmos DB Emulator running for a while in Windows 11. This never happened in Windows 10.

Expected behavior
Not crash in Windows 11

Actual behavior
Continually crash loops.

Environment summary
Cosmos DB Emulator 2.14.3.0
OS Version (e.g. Windows, Linux, MacOSX):
Windows 11 Enterprise ver 21H2, 22000.258, feature pack 1000.22000.318.0
