Capturing discussion from an email chain...

There are varied thoughts on how Periscope could/should be deployed.

Should it be installed automatically on AKS nodes by default?
Should it be available as an AKS cluster addon?
Should it be enabled as an Arc cluster extension?

Any other things we should be considering? Helm? Porter?
