error:InsufficientQuota: This operation require 1 new capacity in quota Tokens Per Minute (thousands) - GPT-35-Turbo, which is bigger than the current available capacity 0. The current quota usage is 0 and the quota limit is 0 for quota Tokens Per Minute (thousands) - GPT-35-Turbo. even when i use your free trial doc and even change the model to text embedding from ur feature doc i keep on getting the same message what can i do to fix this, i have a free trial account i just made it and i am using the east us server as it was recommended in the docs , can i use gpt 35 turbo for free ? if yes how? or do i need to change the model to another that is free ? and if yes ,how ? @pamelafox

Can you open up your OpenAI Studio and check Quotas tab to see if you have capacity in any region? I thought that free accounts were given 1K TPM capacity, but you may not have it in all regions.
I had the same issue today. The quota showed a quota allocation of 300/300 in the AI Foundry portal, although there was no existing Azure OpenAI service in that subscription. Turned out it was due to the recent deletion of another Azure OpenAI instance. After deletion, the instance is retained for 48 hours, during which the quota remains allocated. You can manually purge the Azure OpenAI instance in the Azure portal to release the quota allocation.
