New hosted site flow: the admin menu doesn't display all items correctly #101143

Context and steps to reproduce

  1. Start a new hosted site flow: https://wordpress.com/setup/new-hosted-site/plans
  2. Select the eCommerce plan
  3. Complete checkout
  4. When you're redirected to WP Admin, note the menu layout, and click eg. the Plugins option
  5. Check that when the page reloads, the menu layout is changed

Thank you for reporting this @gcsecsey !

I think we're adding menu items as things get installed on the site, so unsure if we can change that.

@Automattic/t-rex I'm pinging you since this is related to the dashboard, but happy to ping another team if needed.
