The Tour modal is covering its own tooltips

Steps to Reproduce

Using a fresh site / new install, create a new course where the tour is enabled.

The Tour modal has a button in the top left corner that expands or collapses the modal.
This button has the aria-label "Minimize Tour", but the tooltip for this label is displayed below the modal.
So when I focus on or mouse over the button, the tooltip is not readable.

The same thing happens with the modals close button. It is even harder to see this tooltip because only a few pixels of it
shows on the modals right side.

What I Expected

The tooltip should be readable.

What Happened Instead

It is partially hidden.
