We copy the main folder and rename it http-concat and put it inside /plugins/ folder on wp?

Would also like to know about the _static folder. Do we create this or the plugin will?

The _static folder does not need to be created, it is a dynamic folder set via your NGINX config. See step 2 here:
https://github.com/Automattic/nginx-http-concat?tab=readme-ov-file#installation--configuration
