In light of bundling a self-configuring web app with the Cloud distribution due to further needs requiring runtime activation of components (AppFlowy-IO/AppFlowy-Cloud#873), it appears useful to consider dynamically hiding AI-related components, when no API key is given.

Users of self-hosted AppFlowy will not be offered features that do not work.

Currently, when a self-hosted AppFlowy-Cloud instance is used that has AI services disabled, associated UI components will still display.
