[Suggestion] Consider adding labels for self-hosted and cloud variants

It is becoming harder to triage issues, especially older ones. Adding labels would make it easier to separate self-hosted and cloud-variant issues.

For anyone looking here, it is possible via GitHub actions and this one: redhat-plumbers-in-action/advanced-issue-labeler

systemd repo has some good examples of using it: systemd/systemd@main/.github/advanced-issue-labeler.yml

@abizek I've always wanted to set this up, this would be a great PR opportunity for new devs.

Although, one question I have is, does this action affect older issues as well or does it just affect new issues?

Just newly submitted issues from what I understand. Maybe there is a way to run the labeler for all issues once before the action is set up.
