The BOX-template FORM uses the attribute hideLabels to indicate that the labels (names of rows) are not to be shown. The BOX-template TABLE uses the attribute noHeader to indicate that the labels in the table header (names of columns) are not to be shown.

I would like to use a single name for these attributes, because that makes it easier for a developer to change a FORM into a TABLE and vice versa.

I suggest to do away with hideLabels and noHeader, and replace them with the word noLabels. This is also more in line with other attributes, such as hideOnNoRecords and hideSubOnNoRecords.
