关于增强离线下载体验

Description of the feature / 需求描述

1. 目前添加离线下载任务后是几乎没有反馈的, 哪怕链接无效或是其他原因导致无法下载也并没有错误提示. 目前只能从管理员账户的任务管理界面查看离线下载任务状态.
2. 希望能够优化创建离线下载后的提示, 最好让离线下载任务的进度和状态对所有拥有离线下载权限的用户都可见.
3. 最好能直接从文件主页进入离线下载状态界面, 而不是从管理界面进入.

Suggested solution / 实现思路

将现在的主页离线下载按钮链接到一个新的离线下载状态界面(或是弹窗), 现有的新建下载任务界面可以从状态页面中调出.
