Change line ending of GPL license file

Now is UNIX style like rest of codebase, also center headlines by using
spaces instead of tabs, now matches original file.

Used command:
`curl https://www.gnu.org/licenses/gpl-3.0.txt > COPYING`

Issue was found by rpmlint on OBS.
