It seems like self.__procs_by_physid_and_coreid never gets set on windows in rqmachine.__initMachineStats and the empty dict is preventing rqmachine.reserveHT from setting avail_cores_count making it always be 0

To Reproduce
running a layer with multi-threadable on, on windows.

v0.22.14
