"Closed issues without user defined labels" chapter should be the first service chapter

Background

In the report first the user defined chapters appear, then the service chapters with tickets, PRs and commits.

Feature

Place the Closed issues without user defined labels chapter right after the user defined ones. Seems the most logical place.
