Move the logging helper to sql/

Log handler in the `config.py` file is causing the logger to have the name `[sqlpy.config]` when logging out. That doesn't make a lot of sense to have logs coming from the config file. Move it back into `sqlpy/`. While we're at it maybe rename to `core/`.
