Integrate Emergency alerts in Android app

I looked into the 5G Mag middleware to see if it can be customised to receive emergency alerts through a new service but It doesn't seem to be designed for that as Alerts are directly handled by the OS. Is there a way to give the android app access to the emergency alerts?
if the alerts are sent with FeMBMS over LTE (R14) which uses FLUTE/ALC file delivery, then can't they be accessed and reconstructed to recreate and show them in an Android App?
If that is not the case, can a QRD/CRD device access the android OS broadcast receiver to fetch the alert and recreate it inside an app?
