Slicestack ID not unique in 3MF Package

The specification states

id	ST_ResourceID	required		Defines the unique identifier for this object. The slicestack ID must be unique within the entire 3MF package, but just within a single model part.

To me this wording is a bit confusing, as the slicestack ID is NOT unique within the entire Package.
In the cube gear example all slicestacks have the id="1" in their own *.model files.

Maybe something like:
The slicestack ID is not unique within the entire 3MF package, but just within a single model part.
