relid with two relationships to same target

The secure content spec shows two examples where the same relationship target is mapped to two different types. In the first example below to the keyStore and in the second example to an encrypted file. In the first example the two entries have unique relID values (10 and 11). In the second example they share the same relID value (rel1). Which should it be? Share the same value or have distinct values? Or are there different rules relID depending on whether it is a keystore or encrypted content?
