Feat: Ability to switch between draft and published data

Current Behavior / Expected Behavior

ATM public users see published data, editors/admins see drafts.

It would be great if editors/admins could switch to seeing public data to better see what normal users see, without the need to log off or use another browsers.

Steps ca.

• Refactor code to better separate responsibility of showing drafts
• define a cookie to switch
• Create code to - if user is in can-draft-mode - detect if the cookie is set
• Make sure it's used in data sources and anywhere else where this decision is used
• create some kind of UI to switch
