This PR brings in a simplistic for downloading the static-linked Zstd binary as needed.This PR changes course from finding a
zstdutility to using the capability inside Bazel's core since bazel-5.0 (that I originally didn't know was this capable)In testing, the resource is extracted successfully. This is a back-port of a change from our use internally to this upstream repo.
