How to accurately name the knowledge base? example Address Library

I created a knowledge base in Excel using Romania's province, city, and postal codes, but the hit test did not work well. Why can't I get the province, city, and postal code information accurately no matter whether I use vector index or full-text index? For example, I used a hit test on a postal code, but there was no result.
