Is satisfying a NIST/FISMA Certification and Accreditation audit in scope for the prototype?

The ATO (and thus compliance with NIST standards) is out of scope for this prototype procurement, but as we have specified extensibility, we expect that all parties will have compliance in mind while creating project documentation.
