Can the government provide a rough order of magnitude LOE for the work, either in the number of hours, scrum teams, or personnel?

The government recognizes that a range of team sizes could be appropriate for this task order, and will evaluate proposals based on vendors' ability to perform the development tasks rather than the size of the team.
