When you are executing a program with the CLI, the CLI necessarily has access to the ELF binary of that program.

Thus we can ask the CLI to calculate the program identifier from the ELF, instead of asking the user to provide it as --self-prog-id.

For debugging, it might still be useful to allow overriding the calculate program identifier via that command line option.
