Add permission management for users

Not a real problem more like an enhancement for the user management.

Describe the solution you'd like
Include permissions for the users so in case I want to give limited access.
in the Managed users have a dropdown to select user and another to select permissions.

Here to be able to cusomtize the permission as I wish, if want only config access, if want only certificate acess..etc.
have option for read/write only read or none.

none means when user login that tab will be missing totally.

Example if I give him only permission to check and update certificates then when he logs in Dashboard and certificates will be visible.

Have added also sub permissions like inside in this example certificates to have access if I wish only to Certificate list and not creditentials and acme user.

Same logic read/write and none everywhere. If I want to give access to read just to see it but not modify it to have the possiblity.
